Subject: My Compliments

Steven Omane, Secretary to the Niger Delta Development Commission, Old Secretariat Complex, Victorial-Island, Lagos.

Dear Sir,

I am a highly placed official of Government of Nigeria and also a founding member of the ruling Peoples Democratic Party(PDP). My committee - The Niger Delta Development Commission(NDDC)-which is in charge of managing and supervising the disbursement of oil sales revenues for the Nigerian government which covers payment to foreign and local contractors that have executed contracts for our country. The revenue under our control runs into several hundred of millions of dollars monthly.Myself and other colleagues in the NDDC are currently in need of a foreign partner with whose bank account we shall transfer the sum of Forty Nine Million Five Hundred Thosand United States Dollars($49.5m). This fund was accrued from various over invoicing of foreign contractors' payments made over the years. The Total fund is presently waiting in the Government Account named CBN/FGN INDEPENDENT REVENUE account Central Bank of Nigeria. However, by virtue of our position as civil servants and members of the NDDC, we cannot acquire this funds in our name. This is because as top civil servants, we are not allowed by law of the land to own or operate bank accounts outside our country for now. I have been delegated as a matter of trust by my colleagues, to look for an overseas partner in whose account we would transfer the fund, hence the reason for this mail.We shall be Transferring the money to your account with your company as the beneficiary, under the guise that you are being paid for a contract which you/your company executed for our country through the NDDC and any other Federal Ministry that we decide to use to siphon the funds through. For your support and partnership, please reply me to negotiate your fees or the percentage you wish to be paid when the funds arrive your bank account. You must however note that this transaction, with regards to our disposition to continue with you, is subject to these terms. Firstly, our conviction of your transparency.Secondly, that you treat this transaction with utmost secrecy and confidentiality. Finally and above all, that you will provide an account over which you have absolute control . The transaction, although discrete, is legitimate and there is no risk or legal lliability either to ourselves or yourself now or in the future as we have put in place the neccesary machinery that will ensure a hitch free transfer into your account upon acceptance. The transfer will be effected to your account within ten to fourteen (10-14) working days from the date we reach an agreement and you furnish me with your contact telephone and fax numbers. I am looking forward to doing business with you and do solicit your confidentiality in this transaction, Please mail your response to me through my confidential email address; stevomane@indiatimes.com > for me to update you on our plans as to how we intend to actualize this transaction.

Subject: How can I be of service?

To: stevomane104@indiatimes.com, stevomane@indiatimes.com

Dear Sir,

I hope you don't mind me replying to your e-mail as it was forwarded to me by a friend at Worcestershire County Council here in the UK. Although my friend couldn't help you he thought that I, being a man of means in the world of business, could assist you in this matter.

I have access to several bank account as I own my own business in the adult entertainment industry. One of these is an offshore account located in the British Channel Islands and is ideal for your purposes, being a facility that is used to dealing with large amount of money passing through it on an almost weekly basis.

If you would like to contact me further on this matter please reply to this e-mail and then we'll arrange to communicate by other means should an arrangement between us be mutually advantageous. Can I further impress upon you my sincerity in this matter. I am intrigued by your offer and would genuinely like to help.

Yours sincerely,

Colonel Roy Whiting (ret.)

Subject: Re: Your response.

Dear Roy,

My compliments of the season to you and your family.

Let me first on behalf of my colleagues and myself thank you for your response to our proposal. Your interest in offering kindly assistance in the actualisation of our proposal is most welcome. We are desirous of a mutually beneficial business relationship. We also trust that you will maintain the strictest level of confidentiality so that our mutual interests will be guaranteed.

(You have to hand it to Steve, his written English is pretty good, and certainly a big improvement over Assita’s…..Ed)

Let me inform you that our proposal is a serious one. Be also informed that the proposal was not sent as a random exercise or in error. The fact is that your friend and two other people in The United Kingdom (to whom we also sent our proposal but are yet to respond) were recommended to us by a Nigerian diplomat who served in The United Kingdom for over a decade. He (the referee) was in charge of consular and commercial affairs at Nigeria's diplomatic mission, until recently when he was redeployed to Nigeria. He happens to be a friend to my boss and chairman of the NDDC. However, I will not disclose his identity until the appropriate time. This is in the unlikely event that you decide to sit on the fund we can trace you through his diplomatic contacts.

Now the problem we face considering your entry into the transaction is that we do not know you or have any information on you. You will agree with me that the sum involved here is very substantial and life transforming. It is difficult to entrust so much money to someone you do not know. However, if you can provide facts about yourself we can consider dealing with you. It is therefore imperative for you to take the initiative of building trust and confidence crucial to the our future relationship by calling me. How do we know that you are really sincere and trustworthy? What guarantees are there that you will uphold the confidentiality of the transaction? As a retired Military Officer, I believe you are a man of honour. It is up to you to demonstrate your sincerity and honesty.

I enjoin you to be rest assured that the source and genuity of the fund will satisfy the authourities in your country. We have put in place modalities that will ensure that the entire transaction process is legitimate. Soon we shall be reviewing these modalities to ensure that no effort is spared in our bid to actualise the proposal. These will be made known to you in due course. The overriding need to protect our mutual interests and benefits calls for discretion hence the need to ensure utmost confidentiality.

At this stage, I shall communicate your response to my colleagues later today or tomorrow. We shall deliberate on your interest in assisting us, give serious consideration to much your share of the fund will be and review the modalities for the successful execution of the transaction before I can disclose any further detail to you. If we are satisfied with your profile and we can be assured of your seriousness in participating in this business, I will be mandated to make full disclosure to you. Nonetheless, let me inform you that the transaction will be concluded within 14 working days (i.e from the receipt of the requested information viz: Nominated Company Name, Full Mailing Address etc.).

You can call me immediately, on the receipt of this e-mail. This will afford us the opportunity of familiarising and building personal contact crucial to the success of this endeavour.

During working hours (8am-5pm : Nigerian time) I can be reached on my direct line #: 234-1-7760869. I can also be reached on my cellphone #: 234-803-3184902 at any time.

I will await your call.

I look forward to a fruitful business and personal relationship with you.

Best Regards,

Steven.

N.B

Owing to the high incidence of misdirected calls caused by network congestion, it is imperative that we establish a code for communication known to you and I alone. This is so that our telephone conversation will be secure and the transaction will be protected. Anytime you call, you MUST request for this code from whomever picks the phone. If you do not get the correct answer from the person then know that your call may have been misdirected or intercepted. If the person on my end of the line attempts to change the password drop the line as your call must have been intercepted. Drop the line and call again until you get across to me. This information is very important. May I suggest that this code be 'VICTORIA'

Also, because I find it easier to access my yahoo account all further correspondences should be directed to stevenomane77@yahoo.com as I have found it is easier to access. Not all internet cafes here can access indiatimes.com but all can access yahoo.com.

Subject: I shall deal in Trust and Clarity, sir

To: stevenomane77@yahoo.com

Dear Steven,

Thankyou for your reply. I must admit it sounds as though you really have an organized system going there. I like good hard business talk like that, because it probably means I am dealing with someone who is organized and that I can probably trust. From what I can tell so far this means we can probably do business.

Firstly, a few things about myself. I am 60 years old and have been retired from the army for 20 years. I spent my rather uneventful military career in the Cheshire Regiment. Since leaving the army I have pursued a career in small business, first as a consultant for a couple of High Street banks and later as the owner of a shop specialising in products for adults. My business is called Madame Zora's Adult Emporium and trades in my present home of Worcester. In the short life of the business we (my wife Diane and I) have expanded the business to sell sex toys and fetish wear as well as the usual array of hard core pornography. The business is doing well and we are about to expand with three different outlets in towns around the West Midlands here in England. If the nature of my work shocks you then I can understand, but I am in the business purely for profit, not for any other considerations.

I possess a bank account in the British Channel Islands, as I mentioned before. This was opened several years ago whilst I pursued another, alas more fleeting, business venture. My contact details at present are with my adult shop and herein lies a problem. The phone and fax are constantly attended by my wife, who deals with these details in the shop. If my wife were to get wind of the transaction or transfer that we might engage in, she would strongly disapprove, to put it mildly. The best thing to do is perhaps to remain in contact via e-mail until the very last moment and by then I will have worked out an easier way to communicate. Please leave that one with me.

I hope our venture together will prove fruitful, with a mutually beneficial result to our relationship.

Regards,

Yours in trust,

Roy

Subject: Re: We're still deliberating.

Dear Roy,

My compliments and many thanks for your last e-mail. The evident sincerity is appreciated. I must also apologise for the late response. I had no internet access in the last couple of days.

Let me inform you that we are still deliberating on your interest and offer of kindly assistance. I am certain that by this evening we would have rounded up and made far reaching decisions. By tomorrow I shall endeavour to let you know what our decision is.

Thanks very much.

Hearfelt Regards,

Steven.

Subject: Thanks

To: <stevenomane77@yahoo.com>

Dear Steven,

Thank you for deliberating on my offer. I presume you've had plenty of interest from other parties so a period of assessment is called for. No doubt you will have decided before the week is out?

I too am not really a user of the internet at the weekend so don't worry if you don't get an immediate reply over the weekend.

Yours respectfully,

Roy

Subject: Re: Details of modalities.

STEVEN OMANE
TEL: 234-1-7760869
CELL: 234-803 3184902

Dear Roy,

My compliments of the season to you.

Let me first on behalf of my colleagues and myself express thanks for your response and positive disposition to our proposal. In the last few days and since the receipt of your response, we have deliberated on your interest and offer of kindly assistance in the actualisation of our proposal; and just last night, we concluded our deliberations as well as the final review of modalities for the success of this business. Let me also use this opportunity to reassure you once again, of the genuineness of our proposal. As you read along, I believe you will come to know of the seriousness of this endeavour to which we are highly committed.

I have been mandated by my colleagues to communicate the resolutions reached to you through this medium. It has been one hell of a task typing this letter off-line as I had to do it myself because of the confidential nature of the transaction. It is my belief that a detailed and painstaking explanation as such will aid your informed judgment as far as assisting us is concerned. As will be made clear to you, we attach a lot of importance to the legitimization of the transaction process, so that there will be no adverse effects to any party to the transaction in the near or distant future.

Considering the nature and magnitude of this business, a review of the modalities for its successful, hitch-free execution is necessary. Moreso, you must understand that I refrained from providing details earlier until I have had full consultations with my colleagues in order for me not to take any unilateral action or make committments that will be ineffectual. Hence, we have taken into consideration every detail. In this letter I shall endeavour to make every detail available to you. Notwithstanding, should your require further clarification on any aspect of the transaction, do not hesitate to call me.

For record purposes, I want to state explicitly here, that your own share of the fund will amount to Four Million, Nine Hundred and Fifty Thousand United States Dollars (US$4,950,000.00) Only, representing 10% of the funds to be transfered. You may be wondering why we had chosen to be so generous with the sharing arrangement by offering 10% of the fund. In our own view this is justifiable as we have already spent close to US$200,000 with a further US$300,000 (which we have already mobilised) to be expended before the funds can get into your account. As you can see we are taking all the risks (financial and otherwise) to ensure that the transaction succeeds. This does not detract from the fact that your role in the actualization of this proposal is quite crucial, and instrumentally, you are an indispensable factor to the success of this endeavour.

The fact is also that offering you such a generous commission will serve as an incentive to dedication, trust and honesty on your part. It is our fervent hope that you will not be tempted to run away with the fund or try to sit on it. In due course, it will be clear to you what your role is, how you can contribute effectively to the attainment of our collective objective and our full-proof plan for the actualization of the proposal; that is, after reading this correspondence. As I have mentioned before, your fee is negotiable but we crave your understanding in this case.

In my own estimation, I believe strongly that providing an honest, true and fair view of the current situation as well as a background to the transaction will further enhance confidence. In this wise, I shall endeavour to put across to you, in a very frank manner, the situation in my country. This as is for the avoidance of doubt, and to forestall any misunderstanding or misgivings. The mutuality of trust and confidence will also be enhanced when the exigencies of the transaction are fully understood.

**********ABSOLUTELY REAMS AND REAMS OF HISTORICAL INFO REMOVED**********

As a first step to the actualization of this business please send to me as soon as possible the following information:

(a) NOMINATED COMPANY NAME.
(b) NOMINATED COMPANY ADDRESS.
(c) TELEPHONE & FAX NUMBERS - confidential numbers please
(d) Any other information you may deem helpful to the smooth processing of the payment and remittance of the fund.

Meanwhile, be mindful of the fact that speed in the execution of this business is crucial to its success, especially as a political dispensation is coming to an end while another is begining. This information will enable us to use your Nominated Company name for the processing of the relevant documents so as to legitimize the transfer of the fund.

I look forward to your prompt and positive response.

Heartfelt Regards,

Steven.

Please, if you require any information or clarification do not hesitate to call me.

Subject: May we not fail you, by the Grace of God

To: <stevenomane77@yahoo.com>

Dear Steven,

Thank you very much for the details and information you sent. The history of the disgusting extortion and abuse prevalent in your country brought tears to my eyes. It is beyond belief that such scum exist on our planet. Those willing to defraud other people out of their hard-earned cash must be made to pay in the fires of hell. Embezzlers and thieves should be made to feel the sting of the lash across their sweaty, rounded shoulders. If I thought anyone would defraud me of my honestly-earned money in the sex trade, once I got hold of them I'd insert a white hot poker in to their rectum until their bowels bubbled in to a shitty vapour.

Any correspondence should be sent to me via e-mail for the time being. The bloody wife checks all the mail at work and answers the phone, so, as I mentioned earlier, I'd better not give you my work address or details just yet. I can get hold of my company documents and send you some copies though. This can be done by late next week.

Good to hear from you. May our work be blessed by God Himself.

Roy

Subject: Please communicate

To: <stevenomane77@yahoo.com>

Dear Steve,

I'm a bit worried about our current lack of correspondence. Is there anything bothering you?

Your friend,

Roy

Subject: Re: Please forward requested info ASAP.

Dear Roy,

I am very sorry for the loss in communication for some time now. I have been seriously ill and was hospitalised.

How is your family? I suppose everyone is doing quite well? Please, endeavour to furnish me with the requested details (coy name, address, telephone and fax numbers) immediately so that we can commence the transaction process without further delay.

As always, my heartfelt regards,

Steven.

Subject: Hope you are feeling better

To: <stevenomane77@yahoo.com>

Dear Steven,

Frankly I must admit I thought I'd heard the last of you. Such a sudden loss of communication and for so long! Could you perhaps not have contacted me via a trusted friend during your illness to assuage my uncertainties and doubts that arose as a result of this? I'm sorry to have to tell you I find this a little unprofessional. We have an arrangement here and are trying to build trust and then you suddenly contact me after a long absence and demand all sorts of certification and contact numbers with not a decent explanation of what happened to you.

I think a period of e-mail communication would be advantageous to both of us in order to rebuild the trust that has, for my part at least, been damaged. I apologize if this sounds harsh, especially in light of your no doubt short but serious(?) illness, but business is business and I need to trust someone if we are to profit from this supposed mutually advantageous relationship.

I hope to hear from you soon,

Roy

Subject: Re: Please, respond appropriately.

Dear Roy,

Many thanks for your response to my last mail.

I agree with you that lack of communication is a disincentive to building trust and confidence in a transaction of this nature. However, I want you to understand that health is foremost and when there is a concern for health every other thing is relegated to the background. I was on the verge of life and at that point nothing else mattered. I crave your understanding in this matter and assure you that were it possible, someone else would have contacted you. It would have been insensitive of anyone to place wealth over health.

Now, coming to our pending transaction, I can recall correctly that I did request for the information in my mail (Re: Details of modalities) a long time before we lost contact. You did not furnish me with the company information of the nominated company. At this stage, I think it is appropriate for us to have the information of the company you want to use as the vehicle for the transaction. At a meeting we held recently, we decided against using your sex-tools company. We felt it will be more appropriate to register a company here in Nigeria that will bear your name and be able to be involved in the contracting business.

So far, we have done a check at the Corporate Affairs Commission and have choosen Whiting Contracting & Consulting, Inc just in case you do not have any company to nominate. If you are comfortable with this name we will then need an address in the UK, which will serve as the registered address of the company. We will also require contact telephone and fax numbers in case the authourities want to do a check before registering the company.

I urge you to respond appropriately and promptly so that we can move forward.

Heartfelt Regards,

Steven.

Subject: Onwards unto the breach dear fellows!

To: "Steven Omane" <stevenomane77@yahoo.com>

Dear Steven,

Sorry about the slight delay. Ran into some trouble with the police last week concerning my presence in a public toilet on Deansway in Worcester. Met some bloke in there with a big spongy nose and dressed in a stupid English Civil War period uniform. Next thing I know, the police charge in through the door and arrest both of us for cottaging! I dare not tell you how outraged I feel about this. If a man's not safe in a public toilet where is he safe?

I think the concept of registering a company over in Nigeria an excellent one. You're probably right about my business, there's too many people taking an interest at the moment, including the wife!

For your information my address over here is;

Roy Whiting
Hindlip Hall
Hindlip
PO Box 55
Worcester
WR3 8SP

Tel. 00 44 8457 4xxxxx

(West Mercia Constabulary)

I'm afraid the fax is non-operational at the moment but I have a trusted friend who has one. Please tell me if this would suffice.

The ball is in your court now Steven. I'm going to be rich, RICH!

Yours in friendship,

Roy

Subject: Re: We shall commence the transaction process.

Dear Roy,

My compliments and many thanks for your last e-mail containing the requested details.

I am very sorry about your brush with the police authourities. Sometimes these things just happen and it is often a very embarrassing situation to be in.

Please be assured that with the receipt of the requested information we shall immediately commence the transaction process. I will endeavour to keep you informed of the progress made in due course.

As always, my heartfelt regards.

Steven.

Dear Steven,

Thankyou for your kind words. It's just that sometimes the young men walking the streets and using these public facilities just look so damned attractive, don't you agree? Sometimes it's a battle just not looking when you line up next to someone when you syphon the python.

I await the news of the transaction with eagerness.

Your friend,

Roy

PS The Police are pressing charges against me for the incident with that man, but it's no cause for alarm. I've been through worse scrapes in the past and got through them. You just have to grease a few palms, know what I mean?

Subject: Re: We shall commence the transaction process.

Dear Roy,

Thanks for your last mail.

This is just to inform you that we have choosen Whiting Contracting & Consulting Limited. We have started the process of incorporation and will give you an update in the next few days.

Please, take care and stay out of trouble my dear friend.

Heartfelt Regards,

Steven.

Subject: Any news

To: <stevenomane77@yahoo.com>

Steven my dear friend, is there any news from your end on this transaction? I'm anxious to get this done. I'm not harrying you, I just want a quick update, that's all.
I had a session with the Magistrate's in Worcester last week. It's good news - there was insufficient evidence to prosecute me! Joy!

No need to worry about me now old chap.

Your friend,

Roy

Subject: Re: Still in Abuja.

Dear Roy,

I am sorry that I have not been in touch for some time now. I am still in Abuja and very busy with the incorporation of the company and other aspects of the documentation process.

I will get in touch when I am through in the next few days.

Take Care my dear friend.

Heartfelt Regards,

Steven.

Subject: FIRE AND BRIMSTONE

To: <stevenomane77@yahoo.com>

Dear Mr Omane,

As I have not heard from you recently concerning the alleged "deal" we had between us, I am presuming that you are reneging on the whole thing. I'd like to express my intense annoyance with you for wasting my time. The sleepless nights and hours of detailed preparation I have put into this arrangement deserve more than total avoidance from my so-called business partner.

Have you the first idea about establishing trust and co-operation?
Have you ever assumed any responsibility in matters of money?
Have you had any intention of pursuing this transfer with any integrity at all?

You, sir, are a waste of time. A spineless goon in the world of business. A knuckle-dragging bungler. A waster. A scoundrel. A bounder and a cad.

However, if you still feel you can earn us both money, my doors are never shut.

Au revoir,
Roy
